2026 Official Community Plan (OCP) Open House: 

Mission’s Official Community Plan (OCP) sets out a long-term vision for the community and provides a framework to guide how the city grows and evolves It shapes decisions related to housing, employment, transportation, economic development, infrastructure, and environmental stewardship.

About the OCP Update Project 

Following the recent adoption of the 2025 Official Community Plan (OCP), staff identified an inconsistency between the version considered by Council and the version later posted on the City’s website. The discrepancy concerned the inclusion of the Land Clearing Management Program Development Permit guidelines (Development Permit Areas E1 and E2) after the public hearing, which had been adopted through an earlier amendment to the OCP and were intended to be included in the 2025 OCP. To address this technicality, a substantively similar OCP Bylaw is now being introduced in 2026.

As the recently adopted 2025 OCP was developed through extensive consultation, the findings of this work will be carried forward to support consideration of the new 2026 OCP Bylaw. Consultation involved residents, local First Nations, business associations, nonprofit organizations, Council Advisory Committees, and other stakeholders. Engagement activities included surveys, workshops, open houses, and public meetings, which helped establish clear community priorities and long-term aspirations.

Current 2025 OCP

What is different in the 2026 OCP:  

  1. FVRD’s Regional Context Statement (RCS)
  • The 2025 OCP contained a placeholder for the Fraser Valley Regional District’s RCS because the legislated review and approval had not yet been completed.
  • The 2026 OCP now incorporates the updated RCS as required.
  1. LCMP Development Permit guidelines
  • Guidelines for Land Clearing and Management Practices (LCMP), added May 6, 2024, were unintentionally left out of the 2025 OCP.
  • The 2026 OCP reintroduces these E1 and E2 Environmental Development Permit guidelines, completing Council approved policies on land clearing, forest ecosystems, and riparian protection without adding new policy directions.
  1. “Health and Wellness District” not “Health and Wellness Hub” 
  •  Previously referred to as “Health and Wellness Hub” in the 2025 OCP policy text.
  •  The 2026 OCP corrects this to “Health and Wellness District” for consistency with Schedules 01a and 01b (Land Use Designation Maps).

Where We Are in the Process 

  • On February 2, 2026, staff presented a report and OCP Bylaw 6405-2026 to Council.
  • The report recommended that Council:
  1. Give 1st reading to OCP Bylaw 6405-2026.
  2. Formally request the FVRD to consider and approve the updated Regional Context Statement (RCS) as incorporated in the bylaw.
  3. Endorse the public consultation approach outlined in the February 2 report.
  4. Forward referrals for the bylaw in accordance with Council Policy LAN.47 and Sections 475 & 476 of the Local Government Act.

Next Steps in the Process

  • A staff report will be presented to Council on March 2, 2026.
  • The report will recommend that a Public Hearing be held on Tuesday, April 7, 2026.
  • The purpose of the Public Hearing is for Bylaw 6405-2026 to replace and repeal OCP Bylaw 6350-2025.
  • Once scheduled, Public Hearing details will be posted on the City’s Public Notice page.
