Background
We are undertaking a planning and community engagement process for the preparation of the Parr Local Area Plan to guide the future growth of this area.
The Parr Local Area Plan is located in East Mission below the Westminster Abbey and on the east side of Stave Lake Street, bordered on the north by Parr Avenue, Heritage Park to the southeast and the College Heights neighbourhood to the west. The planning area is 30.71 hectares (75.89 acres).

The majority of the Parr Local Area Plan study area is designated in Mission’s Official Community Plan as Attached Multi-unit Residential.
This plan is an opportunity to create a new compact neighbourhood that provides a diversity and choice of housing while integrating appropriate built form character and landscape enhancements into the existing hillside environment, all supported by trails, parks, and neighbourhood services.
Work We’ve Done
We've developed three draft land use concepts for the Parr Local Area Plan using information from Mission’s Official Community Plan and community stakeholders. Now we need your help to further refine these concepts and identify the preferred path forward for a complete, connected Parr neighbourhood together as a community.
Public Consultation
We would like to hear from you on the Parr Local Area Plan in a short survey. In this consultation, we are looking for your feedback on:
- Each of the three draft land use concepts individually;
- Your preferred land use concept and why; and
- General comments.
This survey will remain open until Jan. 17, 2021.
How Feedback Will Be Used
The feedback received during this engagement will be used—along with technical analysis and feasibility—to inform the new Parr Local Area Plan by refining the draft land use concepts and indicating the direction toward a preferred land use concept that will be presented to Council. A final draft plan will be prepared by taking key elements of each concept plan and feedback received from this survey as well as other information received during the engagement stage of the plan work program.
Please note that after the draft plan is presented to Council, the plan will need to be adopted as an Official Community Plan amending bylaw. During this stage, additional public engagement opportunities will be available for you to present ideas or questions to Mission Council at a public hearing.
