About the project:
Mission Memorial Hospital serves the residents of the City of Mission and the broader North Fraser region, including the Katzie, Kwantlen, Leq’a:mel, Mathxwi, Sema:th, Sq’ewlets, Sts’ailes, and S’ewql First Nations, as well as Fraser Valley Regional District electoral areas C, F, and G. As a regional healthcare facility, the MM Hospital plays a critical role in the community and functions as a catalyst for surrounding land uses.
Health and Wellness District (HWD) is a designated area in the Official Community Plan, shown in light blue below. In 2025 it was identified as a future Neighbourhood Planning Area, to be undertaken with a long-term vision. The Health and Wellness District (HWD) Area Plan will guide long-term land use, development, and infrastructure planning within the Health and Wellness District designated area of the OCP, with Mission Memorial Hospital as the primary anchor. The plan is intended to provide clear and implementable direction while maintaining sufficient flexibility to respond to future healthcare, demographic, and community needs.
This initiative will establish an integrated planning framework that supports healthcare delivery, complementary land uses, housing, mobility, and infrastructure. The HWD Area Plan will translate broad OCP objectives into area-specific policies and strategies to guide future growth, investment, and decision-making within the district.
The plan will apply only to lands within the defined boundary and will not contemplate land use changes outside of the designated area. Minor boundary changes are likely as needed but will be identified and confirmed in phase 1 on the project. The study area is currently characterized primarily by single-family residential development, with limited small-scale commercial and medical uses.
Objectives of the Plan:
- Understand Mission Memorial Hospital plans related to expansion, service delivery, funding, constraints, and long-term needs.
- Improve access to healthcare and social services, contributing to better community health outcomes.
- Ensure wellness services are integrated with housing, infrastructure and transportation systems.
- Support a full range of market and non-market housing options for health-care workers and other residents.
- Enable integrated service delivery to support sustainable growth in the health-care sector.
- Enhance urban liveability and adaptability through responsive and context-sensitive urban design.
- Support technological integration within the health-care sector.
- Establish policies, incentives, and implementation tools that advance the vision and deliver the endorsed plan.
What we've achieved so far:
- City went through a public procurement process to retain an experienced consultant. ARCADIS Vancouver will be the consultant leading this initiative.
- City’s inter-departmental Technical Working Team (TWT) will be guiding the work.
- Phased approach. Project Launch meeting with the consultant was on March 9, 2026.
- March-April 2026: Online Survey will be launched for stakeholders, Council appointed committee members, First Nation partners and the public (dates TBD, stay tuned for updates)
- Engagement Strategy includes online and in-person sessions (stay tuned for updates).
- A Council Visioning Workshop and a Site Visit with the consultant team was held on March 23, 2026.
Next Steps:
- March-April 2026 – A Survey will be launched, and other preliminary engagement with stakeholders will take place (dates TBD, stay tuned for updates).
- Summer 2026 – development of the plan (dates TBD, stay tuned for updates).
